MOU sets mandatory evidence requirement to support independent evaluation and audit as Utah expands its clinical AI program
SALT LAKE CITY, Oct. 5, 2026 /PRNewswire/ -- Glacis Technologies Inc. today announced an agreement with Utah's Office of Artificial Intelligence Policy (OAIP) to make independently verifiable AI receipts a condition of initial and continued participation for designated vendors and systems in the state's Artificial Intelligence Learning Laboratory.
The memorandum of understanding makes generation and delivery of a cryptographically signed receipt mandatory for every covered AI inference or associated safety or governance control evaluation. Under the agreement, those receipts are generated using Glacis technology and mapped to a technical implementation based on OVERT, an open standard for verifiable evidence of AI operations.

OAIP determines the vendors, systems and events covered and implements the requirement through their applicable agreements or written designations. In practice, this calls for instrumenting covered workflows to generate and deliver the required records. The announcement accompanies Utah's expansion of its clinical AI program, bringing together health care organizations, clinical advisers and independent verification organizations designed to rigorously assess and verify each sandbox pilot.
The practical purpose is to give reviewers evidence from AI systems in operation. For example, a workflow may require an AI assistant to defer certain requests to a clinician. A receipt can record the configured control's reported decision for a covered event, giving an evaluator a signed record to examine alongside the clinical workflow and its results.
Coalition for Health AI (CHAI), a designated co-steward of OVERT alongside the AIGovOps Foundation, will also participate in Utah's sandbox initiative under a separate agreement.

Verification allows a reviewer to check the record's integrity and its association with a signing key. Determining whether the referral reached a clinician, whether the control was effective and whether the care was appropriate requires further evaluation. The receipts provide evidence for clinical oversight, evaluation and audit; they do not themselves certify safety, effectiveness or legal compliance.
The agreement also allows evidence to be linked to covered events without requiring disclosure to Glacis or OAIP of model weights, raw prompts, raw outputs or underlying personal data, unless separately agreed in writing. Hashes or other non-content identifiers may be used to make that connection.
The agreement specifies OVERT, the open technical standard developed by Glacis Technologies for verifiable evidence of AI operations. A separate framework announced in September provides for future joint stewardship of OVERT by CHAI and the AIGovOps Foundation, with Glacis as a nonvoting technical editor. OVERT remains a voluntary standard; the participation obligation described here comes from the Utah agreement and its implementing instruments.
